The Red Leader fad is based of a scene from the teen-sex comedy "American Pie 2", where a boy pretending to be an army soldier calls out another soldier by walkie talkie, only to hear the man on the other line say "I'm touching his ass" countless times, thus resulting in the boy running back to the house, calling out "Mommy".  Most parodies have the sound clip changed so that there's various other people on the other line.  The image will be stretched out or compressed in order to be in sync with the sound.  The fad started out slow with some criticism and only began spawning real fad sites with effort a couple of days after the first batch of red leader sites emerged.
